Keep in mind that these are surface-mount LED's. If you don't know the difference between those and regular LED's, you will find out when you try to take them off. They are little tiny rectangles that look kinda like this:
They are probably about 2x3mm and about 1mm thick. They are called surface-mount because they actually mount on the surface of the PCB rather than having wires going through it. The real hard part is that many manufacturers actually glue them onto the PCB where they're supposed to go and then solder each side. They're pretty hard to remove, especially with a standard soldering iron and you probably want to get "soldering tweezers" like this:
Be very very careful not to overhead the PCB! If you grab either end and the solder melts but it doesn't come off right away then let go! Get either a solder sucker or a solder wick to remove the solder and then gently chisel it off. To put on the new LED's use a TINY drop of super glue on the bottom to hold it in place then solder either end.

Edit: Make sure you open your phone first and check out what kind of LED's are in there and make sure you get the same kind. I know there are some websites that sell mobile phone accessories and carry LED's that are compatible with certain phones but I can't think of any. I think most LED's would be compatible as far as voltage but you want to make sure they're the same size.

It really depends on the LED, you would have to check the specs on how much current it draws from the battery. A super-bright green LED would use more current than a dim white one, etc. You might want to check the stock LED's using a multimeter or something to see what you should be looking for.

LED's are quite a bit different than neon lights. Neon lights use a tube filled with neon gas that glows when high voltage is put through it. You can mix in other gases or paint the glass tube to change the color. Neon needs a huge transformer to create a very high voltage (that's what that big box on all neon lights is for). LED's are two tiny bits of semiconductors stuck together (a diode) but made of a material that releases the most amount of photons (light) possible when electricity flows through them. The color (frequency/wavelength) of the light depends on what the semiconductors are made out of.
