What do you reckon is the best- to charge the phone while it is off or while is it on? I have read somewhere that it is best to switch off the phone while charging it.

Prob a bit quicker to charge with phone off since all energy can be used for the battery. Obviously with phone on or in use some energy is diverted from the battery thus slowing the charge down.
I don't believe it will make any difference to battery performance in the log run.

Don't worry, the charger is more likely do die completely, than fail in that way (although it has been known to happen). The worst problem with overcharging is that it heats the battery, and heat kills lithium batts super quick, it destroys the chemistry (don't leave them in the sun). It is rare for them to actually explode, mostly they'll just reach the point that they can't be charged anymore. This is not due to memory affect (which lithium batts don't have). The chemistry has simply been broken down by heat and can no longer function as designed. Deep cycling the battery will not recovery it.

I intend to put the phone in storage til late Dec. Will the battery deteriorate? Should I store the battery partially or fully charged, or discharged?

Charge it to between 40% AND full charge. To properly store a lithium battery make sure it has atleast 40% charge, and is stored in a cool place. The best place is in a snaplock plastic bag in the fridge (not freezer), or failing that atleast keep it out of the heat.
However keep in mind a Lithium battery's life cycle is a ticking clock. Whether it is being used or not, the battery chemistry slowly degrades. The battery shelf life is roughly three years. So if the battery is already 2 3/4 years old, it may not last the next three months in storage.
On the other hand if the battery is only 6 months old, then it will be fine.
another factor to consider, Lithium batteries slowly lose charge even when not in use, so a 40% charge may only be 20-30% charge in three months time.

you can't really condition a lithium battery. Lithium batteries don't suffer memory affect, so conditioning serves no purpose. If it seams your battery needs conditioning, then it's probably stuffed (or the charger not working)
