I don't know how wifi is implemented on the P990 but with windows mobile devices you don't need a separate device to find hotsopts as the windows mobile device finds them for you in the same way windows does

1. Scanning for wifi drains the battery.
2. It takes longer.
3. This thing tells you if they are locked or not.

I asked around in the local phone stores in my small town in Sweden and it seems that P990 is available in small numbers in all of them this morning. From one to ten units (barely any pre-orders) and prices in the range of 590 - 660 Euros.

Even TPH here has them today, in small numbers ...

I always leave wifi turned on on my windows mobile devices and still get great battery life, 3 to 4 days on the k-jam I had

2. It takes longer.
I find that hotspots "popup" on the windows mobile device as soon as I come into range so I am not sure what you mean here

3. This thing tells you if they are locked or not.
so does windows and windows mobile devices

Lol..

Don't know if I need one.. I have tested FON (a worldwide network of people sharing WiFi, www.fon.com) and it works! It's http-login to access the networks and the p990 works perfect.
I have had a few hang-ups thou when running several program and several tabs in the browser (Yes! You can surf with tabs!!).
Thou the hang-ups has been only in the program themself who has shut down. So the phone itself didn't shut down... Still a bit irritating.

I also run jimm (jimm.org) as a ICQ-client and have problem connecting via socket. Can only connect to that if the gprs is already active (multitasking from the browser) or if i am connected to wifi. I can get it to work via http-connection but then it takes more kb and becomes more expensive.
