Would be smarter to release a tablet first, aimed towards gamers, iron out the issues found, and then release a smartphone.
From someone that has a vita, an iphone 5 for work, and is looking into an android as a personal phone, I can tell the vita lags way behind the other two in terms of features, but even more so in terms of apps. It would need literally thousands and thousands of apps, including non game apps, and a mp3/music video store integrated with the current psn store to close the gap a little bit with the other two. Let's wait and see what the next vita FW upgrade brings us.

I think that would be the best idea. And it's because the OS needs apps and more features etc. that I think they should push a gaming tab out asap with a 7inch 1080p display (or better), hardware controls (so people choose the tab over most others), and the most powerful GPU available. Keep it at the top for a year before unveiling a new family of multiple sized tabs and a phone.
By the way, this is on topic because I think to make Vita more attractive, after getting rid of the cheap market, Xperia will be associated with premium, and if you make an Xperia Vita, then it's making Vita both a different product and associated with premium.
Hence, it falls into Xperia rumours.
