Haha...Looks like MTNL/BSNL upgraded your connection too....
This is what a quick test on the MTNL Mumbai website told me..

Ban leechers??? Are you out of your mind?? You shouldn't be using torrents then!! Get a good go through to what a torrent is.

Mtnl are upgrading everyone in a certain area to 2mbbit for the moment and once they have implemented that they are downgrading people on NU or Unlimited plans back to 256kbit. Entire process takes a couple of days so people on NU/Unlimited can enjoy 2mbit for a little while.
