Ehm that could be because she uses o2 in germany. But Telenor Mobile does not have any roamning agreements with other operators on that. But on the other side. O2 and Telenor Mobile are bouth in the Star Alliance Telenor Mobile made. So if you have a prepaid card from O2 you could use norwegian refeelcards to reload your phone

Shame you can't accept them the normal way,
ive a PAYG sim that allows me to call other countries for 2-7p per min i think it based with T-mobile but the provider is CPW (Mobileworld)
it says you can send MMS but it don't really work
