As for mobile phone dictionaries - one very exciting project exists @

It contains multi-lingual dictionaries (and ability to upload and add another languages, 'cos this project is completely open-source / GPL).
Dictionary works on any MIDP-compatible devices (no even smartfone needed, no Symbian/Windows Mobile requirement). English-Russian dictionary have ~3mb in .zip download, works fast and perfectly for my K800i.
