I think that there is no reason to go over 400kbit/s when coding for p990. The screen is only 320x240 thats 4 times less pixels then a 640x480 video. So using 400kbit/s for 320x240 is like using 1600kbit/s for 640x480. And I don't think many will notice a diffrent by going up in bitrate. So by using 400kbit or less the files will be smaller and the player will have an easier job handling them. I have encoded a 1:20h long video file and running it on my p990. I coded that in only a 250kbit mp4-file and the result is totaly ok. Can even read the subtitles!
File took about 250mb and I could handle it without the phone getting to tired.
Many of the clips you code isn't over 400kbit from the beginning either. The ones at youtube I think is btw 200-300kbit. Right?
I almost always use 25 fps if the original isn't less. If you go under 20 I think you can see a diffrence, specially when the video is mooving sideways.

Works fine via gprs/3G but when using wifi it doesn't work. A lot of people seems to have had this problem. I have tried with diffrent sites and from diffrent wifi-networks. Same thing every time. Only works when using gprs and 3G... witch sucks cause it's to expensive.
streaming one minute cost abuot 1 euro here in sweden. (Some providers have a max-rate for about one euro per day, so for them it might be ok.. Telia that is.)
