Its happened to me as well! So Mad:
This is my responce from ebay:
Hello Emma,

Thank you for your email. I understand your frustration on seller
"lion*heart*" as they still haven't sent you the Take That concert
tickets(item number 290134252280) that you've purchased.

I am sorry to hear that you are having such difficulty with this seller.

Emma, let me assure you that your report on "lion*heart*" will be
investigated and if necessary, we will take action against the seller as
it is our top priority to ensure that eBay remains a fun, safe place to
shop.

Please be informed that we take reports of members who break our rules
very seriously. Our disciplinary action ranges from a formal warning,
temporary account restrictions up to indefinite suspension of a member's
account.

Emma, I have personally reviewed our records and I can see that it has
been quite some time since you have purchased the above item. I can also
confirm that you have not filed any dispute for the item on My eBay. In
cases like this, we usually advise our member to file an "Item Not
Received" dispute against their seller not later 60 days since the
listing was ended if there are any discrepancy with their purchase.

I regret to inform you that since the listing ended more than 60 days
ago, you can no longer use this option. I realise this may not be the
answer you'd hoped for.

Why do we have a 60-day deadline?

We feel that 60 days is a fair amount of time for the buyer and seller
to try to resolve the problem. It also allows for difficulties with the
postal service and personal circumstances.

What I can do for you now is to outline some guidelines that you can
follow that may help you resolve this problem.

Emma, if it would be of your convenience, I would still recommend that
you phone "lion*heart*" and talk to them about what's happened. It's
likely you'll be able to work out a solution together. Unfortunately,
because the item you purchased ended over 90 days ago you won't be able
to request your seller's contact information via our website.

However, if you still have it, check the email you received when you
bought the item. It may have the seller's phone number on it.

If you haven't got the email or it doesn't include the seller's phone
number, please reply to this email stating that you'd like the seller's
contact details. Please be aware that we can't provide their street
address.

Note: We'll send the seller your contact details when we send you their
contact details. We feel it maintains trust and fairness on eBay if
members are made aware when other members request their contact
information.

If you can't resolve this matter with "lion*heart*", you may wish to
report it to the police. eBay will gladly help them with their
investigations if needed. Please ask the investigating officer to email
us by using the "report information to eBay" link on the following page:

http://pages.ebay.co.uk/help/tp/isgw-fraud-ebays-role.html

As we value your continued patronage with eBay, please be inform that
your report has been noted. However, as part of eBay's Privacy Policy,
we are unable to provide you with any information as to what action we
are taking.

I trust that this information is helpful. Emma, my apologies if you have
had a less than favourable experience and I can only wish you more
enjoyable eBay transactions in the future.

Kind regards,

Basil Ivors
eBay Trust & Safety

I'm told if you paid for the paypal transaction with a credit card you can claim your cash back off the credit card company for non-receipt of goods

They'll want you to claim it back off paypal but if it's outside the timelimit, you have recourse to the credit card company.

Hi I rang Visa yesterday and logged the problem and they have said they will try to get the money back. They are sending me a form to sign and said that when they recieve that back it can take five to seven days to get the money back if there is no problems.

Hi everyone the best thing to do is to call Hull police on 0845 60 60 222. Explain the situation and you will get a reference number allocated. If you also provide the reference of somebody else who has reported it it will add weight to the case against her as they can collate everything. My log reference is;

243 14/11/07

Please feel free to quote this to the police, i also know of other references that other people have received but i won't post them, but if you do have a reference given by Hull police i urge you to post it here and then people can use them when they get in touch.

I am still waiting to receive a call from them but i have been told by others who have been contacted that more people have come forward with complaints so they should have more power to do something. They police have also said that eBay have been rather unhelpful.

Hey Cilla!

back on topic, yeah all share your ref numbers and then when you call Hull Police quote each others numbers then they will know you're all together and not one single person they can "forget" about!
