The Local Hygiene Officer has arrived.
Hey Mr Owner, What the hell is this? We are shutting this place untill you clean it up, get a pest control contract and clean up all the cockroaches around as well as have a sink fitted so you can wash your hands after and before preparing all these Pizzas.
If you try to run this business without our approval, Then we shall fine you a sum of £50,000.

That was actually a question from my history teacher at school, and that way my response, completely off the cuff, the whole class p!ssed themselves laughing, the teacher sadly didn't see the funny side of it and sent me to the head master :/
