I heard that if you say certain words on the phone like
'Usama Bin Laden' or
'Al Qaeda' the FBI or MI6 will start recording you phone call.
Maybe the beeps are them tapping in?

This legal/illegal thing is completely location dependent. For instance in Texas if i remember correctly it is a single party consent law... IOW if one party is aware of the recording taking place then it is legal (pretty funny if you ask me). This is also true for some other states as well. Then of course there are places where both parties need to consent... this probably gets even more interesting legally if you are recording a conference call...
