So if I took two photos, one with an 8mp cam, and one with a 3mp cam, them posted them at 1024 x 768, the 8mp would have the same level of detail? I don't think so.

Yes so if you take the same photo with the two different resolutions, the highest resolution captures more detail. It doesn't just make the picture bigger without an increase in detail picked up.
