I think id just be happy with proper *free* online play.
Such as the ability to have your own, or at least fight for a gang, such as the Yakuza, the Triads, the Cubans, the Mafia etc, with other fellow online players, against other fellow online players in turf wars.
A bit like the turf war CJ fights in SA.

The problem with GTA:LCS multiplayer is, not many people want to play it much after the initial first few times, they quickly get bored.
I never did though, because i was always really good at it.

It is hard at first, especially when the enemy keeps disappearing on your screen because they can find those special powerups.
