are there any regonal locks on the games????

No, just on movies.
Sony has updated their specs now, it's confirmed you can now play mp4 from memory stick. They even recommend some software to do your own conversions. But i think this is only to make up for the lack of actual UMD movie discs available at launch.
As I said before, the majority of PSP owners won't want to sit all that time converting stuff, even if they had a PC.

No official sources here. Just gamecentral on c4 teletext(wel trusted) and bbc's ceefax computer page.

Every article I've read about the PSP so far has indicated that the PSP will not have region-locked games. But what's this?This picture taken from the packaging of Namco's "Ridge Racers" software for the PSP, and it clearly depicts to be a "region" icon. So does the PSP have region-locked games? one of the PSP's primary developers, Mr. Kawanishi, even indicated otherwise in an interview.
I guess we won't really know until Sony makes an official statement, or the european version of the PSP is released. The icon appears just above the barcode, and has the number "2" in white lettering with an outline of a sphere. Note that Japan's DVD region code is also 2.
