Yes and no. If its a commercial hotspot you usually need to subscribe, eg T-mobile or The Cloud or BT Openzone. My favourite local cafe (near where I live in the UK) has free wifi - but you need to find these free hotspots.

One of the main reasons i'm getting this phone is because I'de like to surf for free when at my house or a freinds house or at work or wherever there is free wi-fi and I dont have a laptop handy.

In Camberley, the Bonny's Cafe near the Sony Centre (also close to Argos) seems to have a very strong Belkin router nearby. The P990 works well with it, but my old Nokia 9500 always struggled.

In theory no difference at all (apart from the obvious one of a EU plug on the charger for privately imported EU models), but the key differentiator is probably the CDA string which may or may not limit availability of firmware updates.
Mine (and AFAIK all of us who got them early from Expansys) has a CDA of 162007/1 which equates to a generic world phone.
I know however that some phones which appear to have been purchased in Belgium must have a different CDA as they have not had access to the latest updates.
In general though, I have never had any issues with getting SEUS updates for SE phones bought from Expansys.
