I'm pretty sure that depends on the manufacture themself of whether they want to implement it or not. Based on UIQ3.3's specs, most likely it will integrate with it(Since it should be mid-high end), but it doesn't have to. It's not something that WILL be implemented automatically.
Since UIQ3.0 already supports it, I don't see the point why not, but again, it's the manufacture's decision.

FL3 could even work on plain UIQ 3.0...all depends if SE/UIQ/Motorola pay Adobe to make it available for UIQ3.X

That doesn't mean to say there won't ever be a UIQ Cyber-shot. I mean, what does "K850i successor" really mean? It just means another decent camera phone. Well there can always be other decent camera phones not including the K850i successor!
