i don't think the charges will be retroactive coz they don't even have the rates yet. it's a violation of consumer rights.
as for the free usage, it's still free for browsing via pda/laptop/non-globe wap sites. the charges will only apply to the services listed sa
www.myglobe.com.ph.
we have a project with globe and i asked our guys there to verify. they said ganon nga.

Btw globe really should train their stupid, moron at bastos na customer service. I almost got into a fight with someone named treble or somethng, maybe making up name. Anyway i just want some clarification kc that skank is claiming that call from globe to globe phne off peak rate is 4 pesos. I asked her that the web states 3 pesos and she said its wrong. So whats the truth?!

it differs ata per G-plan, mine's G-talk with P2 per minute pag off-peak na globe to globe.

I couldn't agree more. Ask them something technical then they answer way off. Here's a classic: remember when I told of calling them up asking for GPRS? I was asking whether we would be charged onto surfing over esato using WAP over GPRS. She answered: "yes, sir, you would be charged for downloading polyphonic tones for P15 per download!" With which I retorted: "HEY! MISS! Had you been recording this call, please to rewind it and search thoroughly whether I mentioned the word polyphonic, maski na isang beses lang! Please! Kasi I never asked for it. And why the damn heck would I be interested? E ang phone ko doesn't support it! Pucha naman!!!"
I really would suggest for Globe to train their CSRs more.
