With the lack of communication, all the disinformation and all the rumors your conclusion seems to make sense. But there are a few reasons why they need a version that is not exactly the X1(i).
1- The x1a is on page 20 of the 3rd revision of the White paprer dated May 2008.
2- In the White Paper there are references to the X1 and x1a
3- They name the bands as we know them today (at the general consensus)
GSM 850/1900/900/1800
Tr-iband UMTS 900/1900/2100
Tri-band UMTS 850/1900/2100
I know in many "GENERAL" descriptions they bunch them together.
4- Look at your Box
5- The CPU called for the X1a is different from the X1 MSM7200A vs MSM7201A
6- The main difference between those CPU is the QVGA @ 24fps.
7- That's due to the pending legal litigation between Qualcomm and Broadcom that prevents Qualcomm to use the MSM7200A in USA.
Therefore with two issues the 850 band and the patent infringemet the solution is another version.

I was wondering, how can I change the clock to a 12:00 hour clock and not a 24 hours clock?
I've been playing around in the Settings and couldn't find anything that'll let me change the time.
could it be that it's not possible to change the time to 12 hours because it's WM?

I agree that the quality of an image depends of a lot of factors. Also that MP has do more with image size.
But I would like to add that MP is also a contributor to the quality of an image. From the point of view of the end user or observer the MP will make a difference in many ways:
For example a picture of complex drawing like a dollar bill. if you want to see it printed or on screen with at the exact dimension or the original The quality of the reproduction for 8mp vs a 2 or 3mp will be very noticible for the simple reason that the hi res pictures has more dots to describe the fine details thanwhat the 3mp can do.
Similar situation will happen when you want to enlarge a picture let's say to frame size of 8x10 inches for example.
So what all this means is that the number of pixel ALSO contributes in part to the overal quality of a picture and in sme cases dramatically.

1. SE white papers are often wrong

3. Not sure what you mean by "look at your box". I checked the box and everywhere on it, it says X1 and not X1i. This includes the label which also lists all the frequencies of 850/900/1800/1900 & UMTS EU1/US2/EU8 (see pic below)
4. I'm aware of the qualcomm issue, and I was thinking about that. Its really just a component within the phone and so I don't see why SE couldn't sell the phone in US with the different "component" and still call it X1. No where in the
US X1 specifications page, or anywhere else in the product description, does it specify recording rates and sizes. Its all just generic description of "video recording". Products are often sold in different markets with different components although this is more normal when they have local manufacturing and some components are not as available as others.
5. Finally, 9 months after the X1 was announced there is still no separate announcement for an X1a
I guess as always, time will tell

Hi, it is possible, you have to just go Start -> Settings -> Regional settings, you can change your place of living, or type of appearing nmbers, currency, time and date

1) I believe if you download the panel to your pc, it is a .cab file and not .rar . you just have to copy .cab file to your mobile phone and execute directly. it will install itself.
