Supposedly microsoft has leaked a new snapdragon SoC, MSM8998, I wouldn't got as far to call it the 830 or 823 or whatever, but it is a new SoC and it probably will be above the current 820 (MSM8996).
So either we are looking at a new SoC for 2017 or a variant of the current 820 with faster clock or some other advantages.
Hypothetically speaking if a new xperia or xperias is to arrive at IFA, then perhaps the MSM8998 could be used but if the SoC is slated for a 2017 debut, then either the 820 will be used or no new devices will appear at IFA.

Presumably we would get a 820+ SoC at IFA and a proper 830 SoC flagship in H1 2017.

Snapdragon 820 is already on 14nm, there is no shrink. 830 would be a shrink to 10nm from 14nm.
