Well we can argue whole week but there is no point in doing that.
Finally it's up to the manufacturers. And somehow LG and Sony have decided to use 1.7ghz max clock. So all you should do is hope that the final versions don't get bottle necked.

hmm...note 3 might use this 4gb ram instead...one sony cant be a cpu powerhouse...d exynos octa can enable all 8 core run at 1 time by xda dev in future if the tech geeks crazy for performance...
but octa 544mp3 lose adreno 330 for sure...

By adopting Samsung's 4Gb LPDDR3 mobile DRAM, OEMs can have a 2GB package that includes four of Samsung's new chips in a single package that meets the memory package height of 0.8 millimeters (mm).
The 4Gb LPDDR3 can transmit data at up to 2,133 megabits per second (Mbps) per pin, which is more than double the performance of the preceding memory standard mobile DRAM (LPDDR2) with a data transmission speed of 800Mbps.
Dear Sony...Please put this LPDDR3 tech in One Sony...

All 8 cores also can't beat 2.3 ghz S800.
Remember those are 4x A7 cores + 4x A15 cores and not 8xA15 cores.
Developers can overclock S800 to 2.5, 2.6ghz too

Not 100% true,
The S800 ( along most mobile parts ) actually changes the clock speed depending on the workload, so the more the work is there then the CPU will increase the clock to finish the work, the SoC will normally goes to the highest clock allowed ( by design or kernel )... if there's very light work or no work ( like standby ) then the CPU will be on it's lowest clock and some CPU designs will turn off some cores ( for multicore design ) or even switch to another low power core ( for hybrid designs like NVIDIA companion core and ARM's LITTLE.big design )...
It's a fact that the higher the clock the more energy, so in case there's some heavy workload like gaming the clock will go the the highest clock allowed... if the SoC was limited to 1.7 instead of 2.3 then it will stop at 1.7... and at that situation then it will consume less energy than running at 2.3.. and also decreasing the heat output also...

Re benchmarks: Randomuser told us Honami would crush the competition, presumably in performance too. Now we're learning that won't be the case. So the benchmark discussion is as valid as any discussion re camera, battery etc.

Ex Octa @ 1.6 ghz = 28.000
Ex Octa @ 1.8 ghz = well over 3000, presumably 31.000 and change
So thats a 3000 plus increase in points for 200 mhz more.
So it's safe tu asume that Note 3 with 2.0 Ghz will be close to 35.000, performing like a full S800 with 2.3 Ghz clocks.
Btw. since you have info on camera, can you confirm Xenos in final version?

Do you know that all those leaked benchmarks Octa was running at 1.8ghz due to pre release software ?
Extra 200 mhz will only give you 1k more. Nothing more than that.
