Oh yes. Scabby countries dont pay for their skyhook licences, and their planes just fall out the sky.
Thats why things fall. Unauthorised sky users are denied hooks, but are given temporary ones while the system checks details.

This explains why in cartoons characters can run on air for a bit.

Came up with this theory when i was drunk, it was well funny at the time. Then again setting fire to farts was funny then
