I think it's more of a bullying issue than racist...
As far a Bo Selcta, little britain etc go... you've got to take it in context. that is a satirical look at life in britain, and I like you don't find it offensive. The Shilpa thing is an actual person on the receiving end, which is more vindictive.
For instance, if you take the piss out of slightly over weight, white rugby playing types who like to see them selves as the big men etc etc... I'll find that funny if it's done well. One on one to my face... then I'm likely to tear you a new one...
