Switzerland and Voda Ireland so far are the two who have it out, just keep an eye on
THIS for your regions! or you can go ahead and download the Swiss FW from there and flash it via Odin, that's what I'd do if I still had my GS3.

Samsung are on an update spree, got an OTA Update on my S4 and S2 last week, and having checked Sam Updates live feed, a whole lot of countries including Poland, China, Nordic and UK regions have recieved 4.3 for the GS3.
Android 4.3 reaches UK Samsung Galaxy S III

Do you think Samsung would stretch the GS3 to 4.4??

It wouldn't surprise me if they did., they took the GS2 from 2.3.4, through to 2.3.5, 2.3.6, 4.0.3, 4.0.4, up to 4.1.2, so GS3 may get 4.4.
GS3 has gone from 4.0.4 to 4.1.1, 4.1.2 and jumped to 4.3, so it may have one more major OS Update next year, like the GS2 did this year.

Yeah well considering Google have said they intend to make KitKat work with 512 of RAM. KitKat is mean't to be better at memory and background processes

It's all down to the OEM though, if they feel that its worth updating older phones to KitKat.
KitKat is meant to make it easier for future low end phones to run Android, and make it easier for smaller OEMs to make competitive devices with cheaper HW, so just because it can run on 512mb RAM phones it doesn't mean all will be updated, but we must expect much better performance from future Android low ends.
