It will only work if available on the network, when it gets busy your operator may increase capacity by switching new calls from EFR to Full Rate or even Half Rate.

the thing that it says HR FR EFR SAT on, the "on" word refers only to SAT which is Sim Application Toolkit and is dependent on what services your SP provides.
As about EFR, imho, there's no way u can do it manually, somebody here said it could be done by SP itself, well, I doubt that, but again, it's my opinion..

the t68i is auto switching, years ago you could turn efr on and off by *# codes, nit anymore. That was when you were charged to use efr. When you make a call you 'request' the network to allow you to use efr. If there is congestion however , the network will refuse and switch you down to fr. It is very rare that half rate would be used as customers would complain about quality as it really is very bad. This all from a voda switch engineer sat right next to me on lunch!
