> Why no AM radio?

I'm watching Fox news coverage of the hurricane Katrina disaster in the US.There are reports that those made homeless are sufferring from a communication blackout, with only AM radio broadcasting througout the affected region.
Can mobile phones be manufactured with AM radio as a feature for these type of disaster situations? Why is FM radio only supported?
