If SIM card "x" is not being used (phone off) can messages sent to it be it forwarded to SIM card "y" which is active in the phone?

If the other SIM is 'off' -- then no, I'm afraid. Have looked in vain for this myself, but apparently it's an unimplemented part of the GSM standard pretty much everywhere. Would be dead handy though.

If, however, the other SIM is in another SE Pxxx phone which is *on*, then an app called SMS Tones will do the job.
