Is it true when you turn off firewall your internet speed increase. In mine case it increased twice.

Firewalls shouldn't have an effect on your connection speed at all. It sounds like yours was maybe malfunctioning or set incorrectly or you're running a very heavy firewall app on a slowish PC. Which firewall are you using?
