Hi,
Is tehre any way that I can extract the contents of a *.sis file to view the ocntents as a normal folder? or not? - like a de-compiler.

Rename the extension as .zip and then open in winzip or stuff it or whatever.

Yes, .sis is .not a zip file. There are about three free utils that do exactly what you want. Can't remember exact specs right now, but a well-pointed Google search will reveal.

AFAIK a SIS file is actually a compress file like ZIP, RAR, etc. But I do not know which type of compression is compatible for it.
Try to search at SE Developer Site for possible compiler/decompiler fo SIS file.
