As its a third-party cable you'd need to find out what chipset it uses. I don't know how you do this on Windows, maybe someone else can tell you. Probably in some Properties dialog box somewhere.
If it has a Prolific chipset, as many third-party cables do, you'll find the drivers here:
why don't you just get a serial cable instead, mine works fine, and didn't require a driver.
