> Can I trust this seller on Ebay

I want to buy some mobiles from a guy overseas.
I told him I want to pay like this C.O.D. through UPS, cause I want to trade safe too.

But he siad he prefer this way:
For understanding perfectly the situation managed by
this service(eBay) in holding a Western Union
payment you have to understand the system of sending
money by Western Union, this money transfer service is
a service that is not giving the money to the address
of the receiver, the receiver have to be present with
his vaild ID and the details of the transfer (MTCN -
Money Transfer Control Number , amount and sender's
details). The eBay is holding these
informations from me until i will send and you will
receive the package.The eBay safety harbour system is
insuring the both of us in making a transaction like
this, is informing and invoicing you in making the
payment to the sellers details and it is confirming
the seller that this payment have been done so he
could start the shipping, but without giving any
details of the transfer. The seller invoiced to start
the delivery is starting the delivery and the buyer is
receiving the package and check it for 3 days, after
that the buyer is invoiced again for knowing if he
decides to keep the products or return it. In case of
deciding to keep the package the seller is informed
about the deposit details so he could receive the
amount sent.
In this costs the insurance for the both seller and
buyer, we both have the guarantee that we are not
losing money or products and all the informations are
keeped and managed by this service.
ebay will inform you about the information to
where to send the payment and they will keep this
information until you receive the package!
Is that true or fraud?

that seller is not regiestered with ebay any longer ,so no deals can take place on ebay with that username
