no, you must have something taking up space
Look in all folders, inbox, outbox, sent, archive, drafts, mms etc.

Is it not your sim card? Do you have a 32k sim?

i have a 64k sim and i checked to see if there are other things taking up space like in mms, drafts etc., and i see nothing. there is still 22 mb of memory left on the fone.

has nothing to do with available memory.
sms are stored in a dedicated part of memory with room for approx 100 sms depending on length of sms.
Im sorry to say, but you must not have checked all folders.
If you only have room for 18 sms, then something is still stored in some of the other folders.
I dont have a k700 with me right now, cant remember the exact names of all folders, but check them all, email, sent, outbox, inbox, drafts, archived, and so on.

i use a 64 k sim with two inboxes which can store about 50 messages each, and one of them is already full. does the phone memory also consider the messages stored in the sim?
