No, most likely not

Firmwareupgrades are mainly used for bugfixing and optimising.
They usually do not make major changes to the platform, especially not changes that are not in high demand or need for.

An 1.3mp option for instance is not a natural part of a 2mp cameras matrix, and I honestly cannot see any reason for having such an option. I also dont see alot of people requesting it. And even if there were I dont think S//E would ever implement such.

Personally I think it's a good idea, A res around 1024x768 is ideal for general viewing on most computers, If I put any pic on the web i'll resize to this plus I reckon the quailty will look better as the camera isnt so maxed out.

I have to say that personally I'd rather shoot at 2mp and then resize later depending on what I was using the picture for. Then again depends on why your using the phones camera I guess. Normally I shoot at 8mp with a digital SLR so hard to compare

Not sure the quality would look better if you shot at 1.3mp over 2mp - would you therefore expect 0.3mp to be even better quality???

This is digital technolgy we are talking about - not analogue. There is no such concept as 'maxed out'. The native resolution of the CMOS matrix in the camera is 1632x1224, so resolutions such as 1280x1024 and 1024x768 would just have to be interpolated by the phone.
Lower resolutions would certainly not be better in any way than the native 1632x1224 resolution. All you are doing is getting a native resolution picture and running it through an algorithm so it doesn't look too bad when you, for example, try to make each pixel in the new image a weighted average of every 1.593 pixels in the original (converting 1632 to 1024).
Basically the phone has to take the photo at the native resolution of 1632x1224 and rescale it in software. This sort of job is best left to PC software if you want the best results.
