When my hardrive developed bad sectors I had to get a new one because it was actually physically damaged through me assaulting the computer.
Its highly unlikely that software will solve the problem.

I agree. Some techies claim that a deep format using high security (and very expensive) disk erasing software can solve bad sectors but it is almost always indicative of physical faults on the disk platters themselves.
Bad sectors are usually caused by the tip of the read / write arm touching the disk surface so even if you could remove the bad sectors, they would soon return

Yes, it would because even if you formatted to old drive and reinstalled windows, you'd sood be getting problems again

Doesn't really matter to be honest, as long as you get a 7200rpm disk there isn't usually any noticible difference (in real life terms) in performance between the brands.
It's more a matter or reliability, Sony, Hitachi and Seagate are all well established and well known brands so any of them should be fine.

Sorry, yes RPM = Revolutions per Minute, same thing
Most hard drives have the RPM value written on them, it should certainly be quoted in the specifications if you buy from a catalogue or website.
