Why don't you use off-the-shelf free CMS's? (Content Management Systems)
Like Drupal, Geeklog, Mambo Open Source, PHP-Nuke, phpWCMS, phpWebSite, Post-Nuke, Siteframe, Typo3, Xoops, etc...
It's harder to deploy (you need an apache server, MySQL running, etc...), but much easier to manage.
The visual aspect of the website can then be easily changed though themes and/or other kind os free packs available.
If it still doesn't suit your needs, you can tweak it yourself.

But regarding your question, i like "HTML" ones (with some pics of course), rather than the full of piccies type.
If you choose your backgrounds properly, you shouldn't need too much pics.

Learn CSS

Seriously, it makes my site so much easier to write content for and manage.

I go with the CSS comment, you can do so much using CSS and it keeps your code clean in the background. I personally like a graphically designed site, rather than, a purely html built site (by that I mean - bgcolor and tables filled with colour)

I think a good graphical design makes or breaks a website.

My latest tinkering is this www.senatetraining.co.uk - I think (well I am biased that this is an example of good graphical design)

If you are going to use HTML, can I suggest this is the basis for your page...

http://www.larryswanson.com/SEO-table-trick.htm

this is a technique used to put your content high up on the page... read the article it will make sense then.

Here is my site using this technique...
http://www.ukshopsnet.com/
you can use that as a template if you wish

Cheers
