activate your IR, place your phone in front of your laptop's IR and it should say there's a connection, click on the appeared button and you should get a window making it able to send items to your phone.

jup that's it, maybe it's turned off.
go to your configuration screen and select wireless connection, (or something in that order), the window that appears should have a hardware section, if you click it there should be a IR device present, if you doubleclick it you get another window, you should be able to activate it there
