Okay ..try this. Delete the pairing on the phone, and initiate the add a device through the laptop. You can right click the bt icon in the system tray to do this.

Ah!! Got it!
I did it backwards before. I kept doing the phone finding the laptop as a device instead of laptop finding the phone as a device.
