do you suppose SE manufacture special batches just for the American market to comply with US requirements or does all T68 phones has this chip in them?

and where in this picture would the locator chip be?

or is it really a special chip or just an additional chip function?

They are all the same. There is no difference on a European T68 and an American T68. (Or Asian for that sake).

T68 firmware R3A adds E-OTD e911 capabilities. Enhanced Observed Time Diference uses the propagation delays in radio waves to measure distance. It is designed so that cell towers have most of the equipment, and handsets only need modified firmware. So there isn't a chip on the phone.
