Im using ImTOO software but for some reason im getting a frame rate of 1fps, and changing it doesnt work, anything else i can use?

WAV to 3GP probably won't go...

WAV is SOUND only 3GP is SOUND/VIDEO container....

Change profile in ImTOO to MP3 Audio Format (*.mp3)

In the Audio section you may need to add:

Sample rate ~ you choose, try different and see

Channels ~ probably 2 (Stereo)

Then Encode...

Also CDex a freeware app will do
