Try Magic Profiles pro or advanced call manager! They should do what you want!

Why don't you just set your phone to only accept calls from people you have stored in your contacts, saves you the hassle of installing a 3rd party application if you don't give out your number to just anyone. It's only a problem if a familiar calls you with a number that's not in your contacts and you can divert "rejected" calls to your voicemail or another number of your liking.

If their number shows up when they ring you then you can do it from within the phone itself easily enough.

Just store the number and when you're in edit mode look next to ringtone and change it from "default ring tone" to "do not answer".

If it's from a withheld number then you may need Magic Profiles Pro or Advanced Call Manager. I prefer the former myself as it's has some very powerful and useful features.
