depending on your firmware and where you bought the phone, due to privacy laws, you might not be able to mute the camera sound.
unless you update the FW... change it to one where it can be muted. (the FW can be the EXACT same, but one with and one without the sound, just depends where you bought the phone, get new FW and it will work.)

Don't blame SE for the camera sound issue. Blame the rules from some countries. Perhaps SE don't let you mute the camera sound because this is illegal in your country.
