There are some things I don't understand about how its memory is structured. If the 64 MB are divided in 32 of ROM and 32 of RAM and I have 13 MB of applications, how come that I have only 19 MB of free RAM? Perhaps I don't know what ROM means. Is it the memory where the OS is stored? Then it means I have 32 MB for both internal storage and RAM?.

RAM is 32MB, internal storage memory is 64. When the phone is turned on the system, and other apps that are always on, take about 10-12 MB, leaving the rest for opening other apps.

Storage memory is just like that, storage. It's supposed to be 64MB, but that also depends on what apps you have, recieved SMS, MMS, BT, email, etc.
