I've read about it alot on this forum.
And many things contradict with each other.
Maybe this could be a sticky.
What should you exactly do to turn this off, when your country doesn't alow this.
And what are the consequences due to the 'hacking' of the software?

Turning your phone to silent usually works.

Flash it on davinci with a different firmware, with your language pack on it.

the camera sound has many threads dedicated to it, with analysis of all the feasiblke solutions. Just search.

However since I feel talkative , here goes:
1. Turn on silent mode. Only works if you have firmware from countries that allow silencing of the camera sound (some countries it is illegal to offer a camera phone for sale that can be silenced)

2. Make a phone call to a (preferably) free phone number. While the call is active, open the lense and take pictures without any sound whatsoever. When on a call the camera is muted, even for those phones where you can't use silent mode to mute the camera.

3. Flash with davinci or similar to change your firmware to a region that allows the camera to be silent. You should be able to get that info from Davinci, if not just search these threads and find some one from a region that allows silencing of the camera, then flash with their region.

4. Buy SETOOLS, and remove the camera sound completely.

it's for professionals, and at the cost it's quite cheap. If you charged 20 bucks a pop you wouldn't need a huge amount of people who wanted phones unlocked etc before you'd have paid for it. Anything after that is pure profit.
