2. should the ear piece be making static noises when music is on full volume

1. No, it's not supposed to change tracks. You can cange em by pressing(long press) on volume buttons on phone: "-" will skip the track forward and "+" will skip back.

2. It shouldn't make any static noises.

Could it be due to low bit rate, maybe?
