you can't convert a psd to html as such. All you can do is use the psd as a guide for creating the same design in html. You can use the different layers of the psd to create the graphics to be used by the html version.
My business
website(unfinished), was created by copying a free psd template such your psd file.

Arggh k, Gonna take a long time, is there a way you can save a particular layer as a jpg without having to copy it into a new PSD file and then save it ?

If you have Photoshop CS you should have Adobe ImageReady which does this. You 'slice' the image up in Photoshop into areas and can save individual layers as different files/frames.
Also Macromedia Fireworks does this straight from PSD files.

Wel, the slice tool in Photoshop is how to convert into frontpage use. Not too up on it but I know I've done it before. After slicing it up you save it as HTML in Photoshop and then open in Frontpage.

Not sure what you mean by "the picture thing you know when your hover your mouse" - do you mean the cursor? Changes to a hand?
