i saw a link code of
a href=3D"website" instead of just a href"website"
i know the rest of the code is left off, but didnt want to mess anything up.
anyone know what the 3D is actually for?

3D is hex for equal and the "=" is the key the encoding sees just the "%" in URL encoding.
usually used in databases or emails to ensure the = value is shown.
