Just wondering.. is it supposed to automatically turn the phone's BT radio on without asking the user? Or am I supposed to manually do that?

This version is as advanced as possible. Java on SE doesn't allow to develop a version with a lot of features like on S60 devices but it is nice to use.
Regarding your question "How do you turn on the b/tooth of the other phone?", this is just impossible... No one device can do that and if it would, it would be rather illegal

The 2 applications are a bit different, MobiLuck is an user-friendly messaging app in bluetooth, BT Explorer is like a BT toolbox isn't it?
