Try Musicmatch Jukebox.

But mind you, you are actually deteriorating the MP3 quality. What I mean is

64kbps rip (or for that matter any kbps rip) from the original CD

is way better than

64kbps from an already endoded MP3.

MP3 is a lossy format. So whn you rip a song from original CD to 128kbps MP3 you have already sacrificed some quality. And now when you TRANSCODE a 128kbps to 64kbps you are scratching what is already scratched.

Even if you TRANSCODE 128kbps MP3 to 128kbps MP3 you still are only worsening the quality. Its like making copies of the Magnetic Cassettes we used to listen on old sound system. Each subsequent copy (a copy of a copy of a copy...) is only gonna get worse!

yeah, jus play arround with it. I find on a phone 96kbps is a fine quality (converted from mp3)
