once you've put an mp3 down to say 128 from above, is it possible to put it back up, i know you can convert it back up, but would it gain the extra quality of before?

as far as im aware, you cannot improve the quality once it has been decreased.... ive found that even when converting mp3's to wav files... the quality is teh same of teh original mp3.....
I am not an expert, but im fair sure you cannot improve the quality of a 128B song by simply changing the Bitrate....
If i am wrong, soemone please point out because id also like to know how you do it

I have to agree, i doubt it's possible to improve the quality once you've reduced it. Although i could be wrong. There may be some professional tools out there that can do that, but as far as i know, i'm not aware of any normal programs that can improve the quality simply by increasing the bitrate. As above, i'm open to any comments if i'm wrong.

The idea used to compress mp3s is to remove those sounds that are most insignificant to the average human brain's perceptions -- they base it on a certain psycho-acoustic model. The lower the bitrate you use the more of the sound information is lost and there is no way you can ever get it back. Converting it to a higher bitrate will only increase the size but the quality will remain the same.
