even if there was an option on the phone, people could always call from witheld numbers - if you really want a number blocked maybe ask your network and they may be able to do something for you though not entirely sure...

you can create a list of numbers you want to accept calls from, if that's what you want to do. not exactly the same as blocking a number, but it'll do. you'll never hear your phone ring, nor will the phone show you that the person is currently calling/give you an option to answer it or not. it'll just show a missed call icon on the top left part of the screen.

regarding text messages, don't know what you can do with that one.
