I just read that article, it seems NTTDocomo are trying to lure Japanese consumers into running up credit on their phones instead of their credit cards.
Credit phones!
I like the idea of being able to purchase things by topping up and waving your handset at a reader but having virtually unlimited credit on it sounds scary.
